The Library, in the belief that all persons have the right, under the constitutions of the United States and the State of Minnesota, to read freely and use materials without restraint or fear of reprisals, shall maintain the records that identify materials used by borrowers as provided by the Minnesota Government Data Practices Act (MGDPA) and other applicable law. The information contained thereon shall not be released to individuals or agencies except as permitted or as required by law.
The Library is bound by the requirements of the MGDPA (Minn. Stat. Chap. 13). Specifically, the Library shall abide by the requirements of Minn. Stats. §§ 13.40, 13.401, and 138.17. The Library shall maintain such records as necessary to conduct library business, consistent with these statutes.
Process
This policy is reviewed by the Library Advisory Board (or a committee thereof) every four (4) years, or more frequently when deemed appropriate. The Library Advisory Board may recommend proposed changes subject to final approval by the Library Director and the Anoka County Board of Commissioners.
