Permits & New Construction

The Assessor’s Office tracks the scope and completion of a variety of permits for residential, commercial/industrial, and apartment improvements. Anoka County does NOT issue permits nor inspect permitted projects; each city/jurisdiction oversees the issuance and final approval of permits. New construction progress is tracked from plan approval to completion of the project. 

Residential improvement that generally do affect property valuation:

  • Replacement of siding and windows/exterior doors 
  • Addition/replacement of attached decks and screen porches
  • In-ground pools
  • Accessory buildings including gazebos, large sheds, detached garages, and pole buildings
  • Kitchen remodels including new flooring, cabinets, and counters
  • Bathroom remodels including new fixtures, flooring, and surround
  • Home additions and conversions of unheated/cooled rooms to heated/cooled
  • Partial and fully finished basements
  • Partial and whole-home remodels substantially changing the overall home quality
  • Damages caused by fire, flood, or extreme deferred maintenance

Residential improvements that generally do NOT affect property valuation: 

  • Re-roofing due to storms or age/deterioration
  • Interior/exterior painting
  • Replacing carpet & refinishing hardwood floors
  • Refacing kitchen cabinets and/or replacement counters
  • Appliances, water heaters, and water treatment systems
  • Replacement of existing heat and air-conditioning
  • Replacement of septic systems
  • Landscaping, open patios, fencing, above-ground pools, and hot tubs/spas
  • General maintenance, repairs, and replacements
  • Solar arrays
